I can't install .net 1.1 SP - KB928366

I have had problems trying to get .net up to date on my computer. I
have re-installed 1.1 from a downloaded file and when I try to install
1.1 PS I get an error

"SL49.tmp Common Language Runtime Debugging Services
Process id=0xfa8 (4008), Thread id=0xe84 (3716)"

Any suggestions how I can fix this. Thanks.

1. Before doing anything else, write down the .NET Framework versions which
are already installed:

How to determine which versions of the .NET Framework are installed and
whether service packs have been applied

2. Now see Resolution Method 2 in http://support.microsoft.com/kb/923100
(ignore the title). After running the appropriate/needed tool, (re)install
all .NET Framework versions manually using the download links on the page.

I'm using Windows XP SP3.

I followed the instructions to the point where 1.1 was installed.

I then tried installing the patches in .net SP1.1 from the downloaded
files. I tried to install NDP1.1sp1-KB928366-X86 and got the error
SL129.tmp common language runtime debugging services process id=0xc94
(3220) thread id=0xf4 (244)

I then tried requesting a microsoft update to get the pacth loaded
through that route and this procieded the error SL110.tmp common
language runtime debugging services process id=0x31c (796) thread
id=0xb48 (2888)

I have .net 1.1 installed but can't get 1.1 sp 1 installed.

Can you help please? Thanks.
