NET Framework requires that .Net 2.0 is also installed.
So download and install in the following order:
1) .Net 2.0
2) .Net 2.0 SP1
3) .Net 2.0 SP2
4) .Net 3.0
5) .Net 3.0 SP1
6) .Net 3.0 SP2
(SP2 is normally part of .Net 3.5 so if 3.5
is not listed in the Control Panel's Add/Remove list
of programs then you can skip 3.5 as covered below)
Since you already uninstalled .Net check the folder
you renamed to frameworkOld and look for folder
names to give you a clue as to which version where
installed.
