Can't install new update KB951072

Windows Update has been trying to install KB951072 since it was released
on August 12th, and every day it fails, with the error code 80070020 or
"Windows Update encountered an unknown error."
I've tried downloading the file directly from the website, but it too
fails with nothing more than "Some updates were not installed."
Any ideas?

You receive a "0x80070020 The process cannot access the file because it is being used by
another process" error message when you try to download an update from Windows Update or
from Microsoft Update
