Can't install a Printer

When I click to add a printer, I get a pop up "This operation has been
cancelled due to restrictions in effect on this computer. Please contact
system admin.." I am logged in as the administrator. User account control is
OFF. I am using AVG Free 8.5 anti virus.

You may need to actually right click on the icon and take the option to
"run as administrator"
