Cant install Service Packs on Windows 2000

I am on Windows 2000 with Service Pack 1.

Windows Update tells me I need Service Pack 4, but wont install it.

It used to start to install then would come up with the message: "Install
Failed".
Theres no error reference code.
I have tried with Service Pack 2 and 3, with no luck.

Now, the Download Progress bar gets all the way across and starts with the
Install bar, then a screen flicks up, disappears and Windows Update tells me
the "Install is complete", but it has not actually been installed. I go back
into Windows Update and it tells me i need Service Pack 4 again.

Please help.
