An error occurred during the encode or decode operation
There are prerequisite updates included in the full stand alone package
of the SPs and theoretically, that should allow them to install.
Key word being *should*.

If you downloaded the standalone from the MS Download Center then
suggest you clean boot Vista prior to applying them:

SP2 will not install until SP1 is first applied.
Does the "factory reset" restore the system to it's original state, eg.
reinstalls Vista and all included HP "fluff" ? ( Games, Viewpoint Media
Player, RealPlayer, Adobe Flash Player/Reader, etc )
IF yes, then uninstall all said "fluff" including a trial version of an
AV prior to applying SP1, reboot, then clean boot the system and see if
SP1 installs.
