cant install updates or flash players

After failed attempts of xp2 upgrades both cd&site.I lost Flash player9 I Can
download it but when installer is 99% complete it freezes.& when I try to
install Java window installer comes on it says Windows installer could not be
accessed
Windows installer is not installed correctly.
