I can't install updates successfully

My machine runs Win 2000 Server. One of the update is Windows Installer 3.1.
I ran it with administrator account and it failed. The following is the log
from WindowsUpdate.log. Can anyone help? I need the installer before
installing framework 2.0.

Maybe someone else can see better, but what I see in it is this:
In the log it says "MSI DLL version is 2.0. Version 3.1 is required."

Windows Installer 3.1 Redistributable (v2) should have that dll.

Validation is required for the download from Microsoft:

You'd need to verify as genuine to directly download and install
WindowsInstaller-KB893803-x86.exe, which is what you want, right?
