Can't install Windows Installer 3.1

Hi,

When I run Windows Updates, the update for Windows Installer 3.1 fails
with "Updates were unable to be successfully installed".

When I go to the detail message, it says Installation Failure.
Error Code:0x800f0102
Try to install the update again, or request help from one of the
following resources.

I have tried downloading the distributable Installer 3.2, but it won't
install either.

I have done a Windows XP repair, but that didn't help.

I have seen this problem on many posts, but no solutions that have
worked. I've tried deleting
all of the temp files and tried again, but no luck.

I really don't want to have to blow my machine away and start over, but
I'm almost there!

Can someone help?

Sandy,

Using Windows Explorer, open the KB893803.log located in the WINDOWS
directory (folder).
Look towards the very bottom of the log for any error codes.
Or, just copy and paste this section into your next post :

Upon comparing the log from your system with the one from mine, these
sections stood out :

2 - 26.779: Missing file msi.dll

Naki posted 2 different means to resolve this. Suggest you try the first
one as it appears that the .msi package on your system is not registered
or is corrupted/damaged.

Dear MowGreen,

Thank you for your solution! Naki's first solution DID fix my Windows
Installer
problem. If I could hug you...I would! I have been messing around with
this problem
off and on for 2 weeks.

Now if I can just get Norton installed. I think that is what broke
things in the first place..
sigh.....

I just really wanted to thank you for giving a REAL answer, instead of
answering my
question with another question. I realize that this is a free service, but
most of the time I don't
get anywhere here. Every once in a while though I luck out and get someone
who really knows
what they are doing....helping!

My 6-month old small-form-factor computer got sick and had to be
fixed by the manufacturer.

Before I sent it to them Windows was corrupt and could not be
repaired from the install DVD.

When it came back, Windows could be repaired (sigh of relief), but
when I tried to update - well, you know - and I panicked.

At least this newsgroup showed me that the problem was not with my
computer. A small sigh of relief, but all of the suggestions in the
NG and of my own invention failed until this.

sure - I haven't yet gone on to the rest of the update process.

YES!

After posting the above, I went to Add/Remove Programs. This time,
unlike all the other times (there were many!), Windows Installer 3.1
appeared, so I removed it.

When I went to Windows Update (after rebooting, natch), it installed
WI 3.1 OK, and after booting and going to Windows Update again, I
now see a normal screen without WI 3.1 and with a million pending
updates (a result of the repair installation mentioned above).

One remark: the first seemingly successful installation of WI 3.1
was done by manually running the file I had downloaded from
Microsoft. The second - and apparently really successful -
installation was done by going to the Windows Update site and
clicking on Express Install.

Thanks for helping me get there by this winding path!

Only it still was messed up!

Yesterday I went to install the first .msi file since the update.
Windows asked me what to do, instead of installing.

Eventually I ascertained that msiexec.exe was missing. I uninstalled
and reinstalled the Installer, but no joy.

Ultimately, I found the file in a directory under C:\Windows\Software
Distribution\download\lots of hex digits and copied it to
C:\Windows\System32, and all was (finally!!) working. The file
association was OK without any action by me.

Geez.
