Cant install Windows installer 3.1 on my computer

Im trying to install Windows installer 3.1 on my computer but it keeps
failing to install. Im using Windows XP PRO with service pack 2 the erroe
code is 0x800F0102. Can some one help me please!!!!!!!!!!!!!!!!!!!!!!!!!!

most likely if you are able to get it installed, you won't be able to get
updates or install anymore software.
At least I wasn't able to, so it's off, along with all the other post
updates,

They need to fix this craP asap.
COST ME MY WHOLE FN VACATION.
