Can't Install Windows Service Pack 2 - "Access Denied"

I turn my firewall off, I am the administrator of the account, I can update
other Windows components, but for some reason when I try this...it gets about
half-way through and then tells me "Access Denied" and quits. I even erased
my old account after backing up my personal files, and made a new one to
'start over' but this did not work either.

Help!

There's a Permissions issue in the registry. No need to keep creating
more User Accounts as that will not resolve the issue.
