i cant log on to windows on my new pc?

I have jus bought a new pc with windows vista home premium on it and after
turning it on there is a user called "other user" i cant get on to the
desktop because i need a user name and password? is there a way i can get
past this and get on logged on? how do i remove the "other user" ? i was
wondering if someone could give me some help?

Return it to the place of purchase if bought in a store and it was sold as
new, as this is not how Vista works out of the box. If you bought it used,
take it back to whomever sold it to you and have them give you the logon
information.
