Greetings,
This would be some sort of networking problem. To establish good quality always connectable
voice conversations on Messenger any NAT device (that is, a router) on either you and your
contacts' side should have UPnP (Universal Plug and Play) enabled. You can check your UPnP
status by opening up any Messenger window, pressing the Alt key on the keyboard, choosing the
Tools menu, then Options, and then Connection category. It may take several seconds to scan
your connection and provide the necessary output.
To address your second issue, Windows Live Call is the PC to Telephone service, which you
have to sign up for. This isn't what you want and can be ignored.
