Can't perform many functions in explorer- create/copy/move

I hope this is the correct place for this posting. I've searched
everything I could find over the past 2 days. I am having multiple
issues with my laptop. It's a Lenovo T61, 3GB RAM, 160GB HD. I'm using
Vista Ultimate SP1 (32bit). All updates are up to date. I'm running
Norton Internet Security v 10.2.0.30 for AV.

About 3 days ago, as far as I can tell, I lost ability to create a new
folder anywhere on the laptop, and in places I had been able to last
week. I did not install anything new in that time. When I try any
explorer based option (right click, top menus) it just does nothing- no
error, nothing. When I try to copy or move either files or folders by
drag/drop or Ctrl-drag/drop, it does the same thing- nothing. No error
or anything. I also can't empty the recycle bin through the explorer
based menus. In this case, it does say, do you want to permanently
delete files. But after choosing OK/Yes, it does nothing. I also tried
to create a new folder through Word or Excel, again nothing happens.
When I try to rename anything, it lets me type a new name, but when I
hit enter, it goes back to the original name.

I checked permissions on existing files or folders, took ownership,
tried creating a new user, enabled and logged in as the "super"
administrator. I have the exact same problem with each account. The menu
options are all there on right click or from the menu, but they do
nothing. The only right click option working in explorer is
New/Compressed zipped folder. All the others just do nothing- no error.

I ran Norton AV, downloaded and ran Malwarebytes Anti-Malware, ran
Advanced System Care 3, and a rootkit cleaner from F-secure after
reading about other issues. No virus or other issues were uncovered. I
tried running the SFC /SCANNOW command to clean errors, but it said none
were found. I downloaded shexview and disabled the add-ins for explorer.

I can use DOS commands to create folders, copy and move files, and
empty the recycle bin. That leads me to believe it's an issue with
explorer.

I can't do a system restore because that was disabled so I don't have a
good backup. I also don't have the Windows Vista CD since lenovo doesn't
provide. I'm not sure what to do or what could be causing this. Any help
would be greatly appreciated.

I attached packed *.reg file for shell - probably you have trouble wit
shell..Import my *.reg file +restar

When I try to merge it into my registry, it says that it can't becaus
related files are in use. I tried in normal and safe mode. Do I nee
to stop some services? There are no other windows open

Strange error - if you have this error in safe mode also there is n
any service to disable :sarc:.Check your systems any viruses not exis
in your system.Because scannning system by using installin
antivirus,antimalware is not credible because many viruses can hid
before protected software ->use special liveCD with Kasparsky.Read
*.iso is available here 'Index of /devbuilds/RescueDisk/

Boot this CD and scan computer
