cant print from IE/chrome and no pop up save window

Hi all - so I am using vista home premium 64 bit

I am having a strange problem
When I try to print though firefox, the select printer window comes up and works fine. However, when I try to print though IE 8 or Chrome, a box pops up and says that the operation has failed. This is happening immediately after I click File --> Print, before I even see the print window with different printers, etc. I have all updates installed and using the latest version of chrome. What could this be

Also I feel like this other problenm could be part of it. I cannot get any external 'path' windows to show up. When I try to add an attachment in gmail, the window to choose that attachment never comes. This happens in IE, firefox, and chrome. This also happens for example when running the CCleaner registry scanner and trying to save the backup of the registry, nothing comes up asking where to save, therfore I can't save it. This happens in everything (trying to upload pictures, etc.). The window I am speaking of is the Vista one that comes up when deciding where to save something or where to open something from

Nothing changes when running in safe mode

Any suggestions or comments would be greatly appreciated!

Hi Forsberg94

My name is Rick and I am with the IE Outreach Team, I saw you were having trouble printing with IE8. You can try running IE8 in the no Add-ons mode to see if you can print a web page.
--->Click Start,
-->All Programs,
-->Accessories,
-->System Tools, and click on Internet Explorer no Add-ons.
If you are able to print with no Add-ons loaded then open IE normally, click on “Tools” on the Menu Bar and then click Manage Add-ons. Disable all of your Add-ons and then re-enable them 1 at a time until you locate the problem Add-on. If you cant get it to work let me know and we can try something else.

Possible reasons:

1. A virus or other malware. There are free online antivirus scans
available as well free antivirus programs available, notably Microsoft
Security Essentials, to download, install, and scan with.

2. CCleaner. Registry cleaners can cause the sorts of problems you
describe, according to some experts. I'm not an expert, but I choose to
avoid registry cleaners.
