Can't receive emails

I followed instructions on enabling POP in my google mail account. The first
step is
is to open Outlook or Outlook Express. How do I do that?I have a DELL XPS

You posted to a Vista mail newsgroup.
Does that mean that you have Vista?
You need Microsoft Office or Microsoft Outlook to have Outlook.
Windows Mail is the mail program on Vista. It does not have Outlook
Express.
Start, Run, winmail
Use the instructions for Outlook Express.
