Can't register shimgvw.dll

I cannot re-register shimgvw.dll I used the following command:
regsvr32 %windir%\system32\shimgvw.dll
I get the following message:

DllRegisterServer in c:\winnt\system32\shimgvw.dll failed
Return code was: 0x80040154

I am running Windows 2000 Server SP4.

Sequence of events:
Last week I un-registered shimgvw.dll
Today I applied the hotfix.
re-booted.
I attempted to re-register shimgvw.dll
I un-applied the patch.
re-booted.
I attempted to re-register shimgvw.dll
I then did the above several more times in different orders.

shimgvw.dll is in c:\winnt\system32.
gdi32.dll is in c:\winnt\system32.

This worked on other Windows 2000 (Workstation) SP4 machines.
It also worked on a test machine which is pretty much a duplicate of the
problem machine.

Any ideas?
