Can't register wuapi.dll

I can't get updates to Widnows Update or Windows Defender. The problem seems
to be related to the fact that I can't register the wuapi.dll file. When I
try , I get the message: dllregisterserver in wuapi.dll failed, error
0x80070005.

I've renamed the catroot2 folder, deleted the contents of the
softwaredistribution folder, and registered many dlls. Wuapi.dll is the only
one that won't register. Previous to renaming Catroot2, I received error
messages when trying to update. Since renaming Catroot2, I can't even
connect to Windows Update (IE stays on "opening page") and Windows Defender
says there are no new engine updates or definitions available, even though it
says it hasn't been updated in 41 days.

This is Windows XP Home with SP2.

Hi,

0x80070005 means "Access denied", you most likely have some
registry permission issues on some registry keys.

As you have WinXP Home and secedit.exe is not available for you:

Use subinacl.exe (a tool from Microsoft) to reset the registry
permissions:

Follow the procedure in "Step 1: Reset permissions" in this post:

I would have considered edit the reset.cmd file and removed the two
lines starting with "subinacl /subdirectories".
