Can't run any program

Hi. This is the problem every time i try to download or access anything the
screen gets darker and the sound like an error messege sounds and thats about
it. The only way i can get out of it is through ctrl+alt+delete. I just
bearly installed vista ultimate and i have various updates to download and
run including sound and antivirus. I cant run any simple task like for ex.
the device manager or tun on my avast antivirus

I think that that's your cue that you aren't in a mode with sufficient permissions
to do what you are trying to do? <eg>

Perhaps you will get better assistance from a newsgroup
which specializes in your OS?
