Do you have the anti phishing feature enabled? If so, disable it.

If the anti-phishing thing doesn't work, just uninstall the update. It, or
one of the other updates that came with it, also broke my MS Money, and I
hear it zonked Outlook for some people too.

If the anti-phishing thing doesn't work, just uninstall it and everything
that came with it. One of them broke my MS Money and I hear it has zonked
Outlook and other things as well.

2007 I think. It also seems to have done something to my 2002. The XP update
snuck itself back onto my hard drive when my wife shut down the computer
today. I've had to uninstall it again, but this time it left damage to Money,
Outlook and IE7. Still not fully resolved and I'm having to use the laptop
meantime. Have you found anything on this site or any other about what
Microsoft are doing about the damage they have caused?

I haven't downloaded the updates yet. I usually wait to see if there are
any problems and, this time, it appears that that was a wise move.

The "File Download – Security Warning" dialog box opens when you try to open
Internet Explorer 7:
