Can't run Windows Update - qmgr.dll problem

Vista Ult

WinUpdate fails with 8000706BA - ran ms fix 940520 which updates qmgr.dll to
version 7.0.6000.16531 - same problem.

Ran sfc - it said:

00000150 [SR] Cannot repair member file [l:16{8}]"qmgr.dll" of
Microsoft-Windows-Bits-Client, Version = 6.0.6000.16531, pA =
PROCESSOR_ARCHITECTURE_INTEL (0), Culture neutral, VersionScope = 1 nonSxS,

PublicKey neutral in the store, hash mismatch

Ran bitsadmin - it said all OK

4 copies of qmgr.dll on C: drive:

This happened after instal of Bluetooth driver - since uninstalled but
problem persists.

Cannot run SysRestore because using Norton360 (wish I had known this earlier).

Any help would be appreciated.

Are there any other sites I could post on or would it be redundant?
