Can't run Windows Update

NOt enitrely sure of the timing, but it sort of seems to tied to Norton
Anti-Virus 'Live Update" failing - Windows Update (automatic) had downloaded
an update (Maliscious Removal Tool) to my PC . I tried to install it but
everytime I have tired to install it in the last few weeks, it fails to
install telling me:

Files required to use Microsoft Update are no longer registered or installed
on your computer. To continue:
Register or reinstall the files for me now (Recommended)

When I run the fix option, it downloads (so it says) the latest update
software, the screen blanks and it takes me right back to the error screen
above. If I try and search for the issue on MS's knowledge and support,
there is no generic message failure like the one I receive so I find no help
there. I am able to install Office updates, just not XP (home) updates.

I uninstalled Norton thinking it blocked some file needed and also turned
off auto updates from MSoft but still can not get the update software to run
from the Microsoft Update home page. Any ideas are greatly welcomed.

Try the following:

Run> Type in regsvr32 wuapi.dll

You should receive a message saying it was successful

Now do the same with the following files:

regsvr32 wups.dll

regsvr32 wuaueng.dll

regsvr32 wucltui.dll

regsvr32 atl.dll

regsvr32 msxml3.dll
