Can't shut off tool & Info tips

Hello all

I just completed a full install of Vista Ultimate x64 on a zero'ed out
WD Raid drive and I haven't installed any software or changed any of the
services that are started.

I am trying to shut off the Tool & Info Tips pop-ups and I have
unchecked that feature in My Computer>Tools>Folder Options>View page
with apply & OK but they still show up.

Also I have checked the setting in the registry that controls this and
it is set to zero.

Any ideas as to what could be causing this not to stick.


Also to note, I can't seem to get the don't show the menu option to
work either.
