can't sign in to Windows Live and other IM programs

I'm getting the message "Your machine appears to have an invalid IP address."
for windows Live messenger. error code 80072efd

tried to use
regsvr32 Dssenh.dll Gpkcsp.dll Slbcsp.dll Sccbase.dll and a bunch of other
ones
and the netsh command to disable autotuninglevel
turned off windows firewall, uninstall, reinstall. not working
uninstalled norton internet security (don't need it) still not working.
updated modem drivers. (dial up) not working still..
tried ipconfig /flushdns
I can ping websites in cmd... although i get a time out at times.

running vista home premium build 6000, everything worked on XP

IE7 and Firefox are able to browse without problems but whatever i use that
tries to connect to the internet nothing works. for icq I got a no http
tunnel error message.

No other messaging service will work, (aim,yahoo, icq, irc) tried using
trillian, miranda, giam, amsn, but i can browse those sites.

someone help me please?

hm,
forgot to add.
live messenger 8.5 just froze at 99% all the time
windows live messenger 8.1.0178

can anyone help me please? I have 3 days left if this can't be fixed to
return the computer...
