Hopefully, I have good news for everyone afflicted with this. I found a cure
that worked for me.
In my case, it turned out to be a trojan by the name of Troj vitriumd, or
something similiar to that.
The only software i found that could locate it and then fixed it is Prevx
CSI:

Once I followed all of the directions to the letter, not only did the
annoying pop ups stop, but I was able to turn on automatic updates and update
all of my Microsoft programs.
I was so greatful as my last resort was going to be flattening the system
and rebuilding it. CIS isnt free, it cost 19.95, but that's nothing compared
to the time and work I would have expended rebuilding my entire system.
