Can't Start BITS

Many attempts to download updates. Each time got Error 0x80246008. I set
Background Intelligent Transfer Service to Automatic. Status showed Stopped.
Could not Start. Event log: The Background Intelligent Transfer Service
service terminated with service-specific error 2147942402. Suggestions?

Found solution on another post. Had to add Registry Key
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Contro l\BackupRestore\FilesNotToBackup

Problem apparently resulted from my having removed a Norton AV program.

hmm i aded that and it didnt work for me,,,got the same error
