Greetings Ben,
When you sign into Messenger it connects to a configuration web service to download locale
information including how to set up video calls.
If it can't reach the service, it will simply disable the functions -- I assume you probably
don't have any tabs in the main window or advertisements in your conversation windows either?
Usually signing out and back in will correct the problem although if it persists, you may
have a third-party firewall application not allowing Messenger to connect to this service or
something similar.
