Although I haven't seen this to be able to determine the exact cause, uninstalling the Search
Enhancement Pack usually solves this problem. Note that this is part of the Windows Live
Toolbar, which I expect you're not using anyway.
You can do by clicking Start, then Run, then pasting in the following:
msiexec /x {9C9CEB9D-53FD-49A7-85D2-FE674F72F24E}
then click OK.
Choose Yes to the prompt and hopefully that will resolve the issue.
If it doesn't and assuming you don't use it anyway, uninstalling the Office Live Add-in might
deal with it. To do that, bring up the Run box in the same way, but use this instead:
msiexec /x {57F0ED40-8F11-41AA-B926-4A66D0D1A9CC}
