Pretty much so... you're right, you risk totally f*ing up your system by
changing the default locale. Be careful with Outlook, your entries may get
corrupted.
I'm sorry to say this but that was it. No other option.
Complain to Microsoft.
Not that they would listen. A few years ago I got a very inspiring reply by
a program manager at Microsoft. I wonder whether that paradigma of the
bright and beautiful still works there.
