Greetings,
Registry keys also have individual permissions and even though you're logged in as an
administrator, you may not have access to the key due to whatever reason, although as an
admin, you can give yourself access to it.
If you click Start, then Run, enter "regedit" and find that key in question (given your
answer, I assume you're probably familiar with basic registry editing, although in this case
you don't have to edit anything). Right click on UIPlugins and choose Permissions. Click
the Add button, then type Everyone and click OK. Everyone should now be highlighted, so
choose 'Full Control' checkbox on the 'Allow' side and then click OK.
Now close the registry editor and try again.
