It's not clear what you are trying to do.
Looks as if you tried Run... BIT
which would usually cause some kind of error symptom.
To start the BITS service you could open a command window
and enter: net start BITS That might be a useful way to see
if there are any error messages which come up when starting it.
However, that is normally not necessary. Just make sure that
the service is set for Manual startup (e.g. via services.msc)
and then it will be started by WU or AU as required.
