After boot I get this message:

"You do not have permission to change Catalyst Control Center settings.
Please contact your administrator for further help."

I have my notebook for 2-3 months now and haven't got that message
until now.

Can anyone help?

I have a feeling CCC is something specific to your brand of notebook.

Well... something's changed. Figuring out what changed is the issue. Update
your video drivers lately? Install any Windows updates lately? Logging on as
the same user that you've used for the last 2-3 months?

I update regularly using Win Update but for a week prior to the first
instance of the problem I only installed Definition updates for Win
Defender and two other small programs I got from a trusted source
(http://www.mostich.biz.hr/MostichApp_inst.exe and
http://www.zse.hr/app/ATM.msi).

At the same time I started getting a message from Security Center
saying that it can't find my AV program and that Win Defender is turned
off. I posted that problem in another thread
(http://forums.techarena.in/showthrea...=1#post3212440).

I always log on the same way, I have only one account created.

Well, I must admit I don't have an answer for you. Something changed,
obviously. Whether you can backtrack to a point prior to THE change, using
either restore points or backups, is unknown to me.

Good luck,

Lang
