cd/dvd Seen but unaccessible.(Vista)

My system will see all USBs, HDs and Cd/DVD Burner. But, when I try to
access the cd/dvd rom(by clicking on cd/dvd icon) or when I try to attempt
create/read (in any software) the software will temporarly freeze until I hit
the eject button.

Then I can exit software normally. I've uninstalled/installed the
driver it the 'device manager' program. Verified that the item is
functioning properly.

Any suggenstions?
