Just because a CD or DVD spins up doesn't mean it's OK. Before you
take any extreme and often unnecessary steps, go to Device Manager and
expand all the branches. Delete any and all drivers for all CD DVD
Devices. If you see none, then it likely is a driver issue that for
some reason isn't loading on boot. Rarely something could have changed
a Registry setting marking the drive as inactive. If so, while the
BIOS will detect it, Vista will skip over it unless and until the
Registry setting is changed.
While not your exact problem, following article touches on some causes
and fixes. You really need to rule out that the drives are or aren't
faulty before anything else. Then you can attack the driver issue. All
electronic devices fail sooner or later. Vibration can cause cables to
come loose. Have you reseated all cables? Cables also short out. Have
you tried replacement?
Have you tried physically disconnecting all CD/DVD drives by pulling
off both their power and data cables, then reboot? Does the system
boot normally without the CD/DVD drive?
