First read this article. I performed this on a number of systems and it did
work:

You should be able to right click on a file(s), select Send To...., and see
CD Burning
All that does is send shortcuts to the C:\Documents and
Settings\[USERNAME]\Local Settings\Application Data\Microsoft\CD Burning
folder.
I also believe that the IMAPI CD Burning Service needs to be started.
