how can I change the description of a program?
this is because many times I see a program called DOC-file, instead of
Microsoft-word-document (this is just an example). how can I change this???

Are you talking about the program names listed in Explorer?

Associate a program to the type of file extension in question. Start Menu >
All Programs > Accessories > System Tools > Default Programs.

Change which programs Windows uses by default:

Correct, but from your description it sounds to me like no program is
assigned to the file type in question. Also, obscure or very old software
may not integrate with Windows Explorer at all, you would have to check that
out with the mfgr.

When no program on the system is assigned to a file extension, files of that
type will show up in Explorer as just "ABC-file" (example). With a program
assigned to the extension, they should show up as "Alphabet Document"
(example program name).
