Alright, I'm running Windows Vista and I have wi-fi and GSM through AT&T.
Well, about a week ago I got an alert stating that there is another computer
with the same IP address as mine. So I did what it told me to do to try and
"fix" it but nothing works. I am on a different comp at the moment. Can
anyone help me change my ip?

The IP address is controlled by your ISP. You'll need to contact them.

As the IP address over your GSM connection is being assigned by your service
provider it cannot be the reason.
I think there is a problem with your wireless settings. Please check that
the IP configuration is not set to manual. It should be "Assigned by DHCP".

There is the possibility that someone on the outside is using your wireless
setup. Is your system firewalled not only on the computer but in the
wireless router. People roam, looking for hotspots and if you don't take
appropriate steps, they can use your access point. I'm not saying this is
what is happening. I am saying it's possible, especially if you have not
taken steps to ensure it doesn't happen:
