How do I change the language in me XP - I do not have the original windows
disc as windows was pre installed on the PC

For the whole OS, occasional keyboard input or just use of another language
in certain applications?

If it is the first one, a complete reinstall may be necessary. There is an
optional Multi-language Pack that could meet your requirements though.

Change of keyboard input can be done via Control Panel > Regional and
Language Options > Languages > Details > Add.

Another example: English-based applications can be installed on non-English
XP OS such as German.

The MUI (Multilingual User Interface) is only available to a very limited
group such as Volume License:

You can't.
If you want Windows XP in a different language, you need to buy Windows XP
in the desired language.
This is the same whether you have the CD or not.
