Control Panel > Clock, Language and Region > Regional and Language Options >
Formats tab.

Change Current format, or adjust the settings in Customize this format
button > Time tab.

Is that what they call it in America? Military time?

The use of the 24-hour clock is almost universal in the UK.

It's not in the Date and Time menu, but in the Regional and Language menu.
Follow this tutorial, and you should be able to find the correct options:

No most people in the U.S. do not call it military time but typically only
the military uses 24hr time extensively.
