Change size of BITS queue

I have two WSUS 3.0 servers. One that is connected to the Internet, and one that has no Internet connection. My problem is that I get “This update cannot be approved for installation because its Microsoft Software License Terms failed to download. Click Retry Download to start the download again.” on the internal WSUS server.
If I look at the BITS queue I see that it is license files (eula) that are filling up the queue. The maximum numbers of entries of the BITS queue is 10 and I have 24 license files that the selected patch need. What I have tried to do is to manually download the needed files from Microsoft, rename the file and add it to the correct folder. Then restart the BITS service and look at the BITS queue again. Now it is 10 new entries in the queue. I download these files also and add them to the correct folder. If I now restart the BITS service the first 10 files that I copied is removed, and I am right back to start again. I need the license files to be able to approve the patch in the WSUS console.
This is an example of the needed file for Windows XP Service Pack 2:

My theory is that if I can make the BITS queue larger (let’s say 50) this will not be a problem, and I can manually add the license files that I need without BITS deleting the files in the process.
Anyone out there now how to do this?
