I have windows vista Ultimate, I can't find anyplace in there that will let
me change the settings for my Belkin UPS. I am connecting it with the USB
Cable, and Vista found and installed it. But I would like to have Vista
manage the UPS and also be able to change the shutdown settings, but I can't
find them like I did in XP.

Basic UPS support in Vista treats it like a battery. Go to the power
options and set the battery options to what you want.

when I go into power options, there are not battery options. Is there a
service that I need to turn on?

I don't like the Belkin software, I would rather let Vista manage it, but I
think that I need to load Vista with the battery plugged into the system.
Thatway I get the mobility functions. There has to be a way to turn this
service on.

There are various power plans. Choose one and edit it. When you edit,
there is also an option for 'Change advanced power settings'.
