Change user account name

Vista Home Premium
When I try to change the name of my only account (an administrator) it comes
up with the change page but there is no picture in the account picture box
and when I type in a new name and click to change the name, it doesn't
change. Also same thing when I try to create a new user, it doesn't create
one.
