Changed DIAL-IN with bulk change but it fails

Using Windows 2003 AD.

I've used LDIFDE to update the DIAL-IN tab to "Allow access" for Remote
Access Permission. However the access is not working unless I do it manually
and click the APPLY button.

The attribute is correct in ADSI and replicates properly. But it won't work
unless the apply button is clicked in the GUI.

Any help on this one? I don't want to have to get clickin' on 2000 users.
