Hello,
this is very weird. I'll tell you myself then:
Run regedit.exe -> locate the key
HKEY_CLASSES_ROOT\HTMLFILE\SHELL\EDIT\COMMAND .
And then double-click (Default) and type notepad.exe
I hope it works now.
