I assume you mean upgrading/adding 2008 DCs, and not a true migration.
You can do it either way, however if it were me, I would suggest to rename
it first prior to adding 2008 DCs to insure full functionality, otherwise if
you do it afterwards and something goes south, you can't blame it on the
upgrade or the new operating system. Also, if you have Exchange, it adds a
complexity to the procedure. Exchange 2003 supports a name change, whereas
Exchange 2007 does not.
