Changing drive letters

Minor annoyance...Vista home premium x86...My external USB hard drive is
alway plugged into the same USB port, and has always been designated as
the "I" drive. This is where I do backups, and although it is never
unplugged from that port I normally keep it turned off. Recently, I
installed a Microsoft wireless optical mouse and keyboard, and plugged
the receiving antenna into an adjacent USB port. Now, when I backed up
my documents today, my "I" has become "F" and money can't figure out
where to put the backup. I instructed the app on where to go, but my
question is this;

Is it possible to "Force" a designation, so that a particular port will
always be the same letter? If it is, please point me to a KB or some
instructions to do this.

-- Disk Management
Right-click the Drive you want to change
Change Drive Letter...
