I can not change the icons on the desktop using the properties menu
and then change icons.

Ok, a few questions then.

Is this problem for all desktop icons or just some types of icons?

Are the icons shortcut links to web pages. or shortcuts to one particular
program etc?

Was it working fine until recently?

Are you getting any error messages when trying to change the icons and if so
what are they?

Why don't you do it the old way?
To delete desktop icons, right-click, then delete.

For new desktop icons, find the program you want to create a desktop
shortcut for in the list after you have ckicked start, right-click on the
program, "word, excel, whatever", then send to, desktop(create shortcut)
