changing my desktop background

every time i try to change my desktop background i get a message that says
this feature has been disabled contact your system administrator for details
i did the reg edit thing but nonting happened pleas help me i have an e
machines T3626

Try doing a System Restore in Safe Mode before you started experiencing this
problem.

System restore in Safe Mode does not work. System Restore is unsuccessful
regardless of how many checkpoints I try.

Check in the "Local Group Policy Editor". "STEP TWO" in this tutorial
will show you how to enable this again.
