Does anyone know if there is a way for Vista to automatically switch from
using Power Saver when I'm on battery, to High Performance when it is plugged
in?

I don't know if there's a way to make Vista automatically switch between two
plans, but any plan has settings for both on battery and on AC. You can
modify (and save to a new name) any of the existing plans to suit your
needs. CPU performance, display brightness, time-outs for sleep/hibernate,
etc are all configurable.

Control Panel/ Power Options, select Change plan Settings for one of the
plans, select Change Advanced power settings. Lots of options.
