Changing security policy

I'm looking to follow the instructions in the following document:

secpol.msc doesnt exist on my system so how can I make this change?

Home versions of Vista would not have a local security policy editor. What
change are you trying to make?

I don't open files from unknown sources, nor do I want to spend time
downloading a potentially large pdf file just for a short explanation.
Please simply state what change you are trying to affect and why.

He is not getting the secpol.msc window is all, the PDF is just a
graphical description, I don't have Vista home running so don't know if
there's an administrative tools > local security policy option he can
reach, he wants to set...

Since like Rick I'm not interested in downloading his file, I'll take
your word for it that the OP simply wants to change the NTVLM2 setting
in Vista Home.

In Vista Home Premium, you won't have this tool (secpol.msc) so per
Steve Winograd, do:

1. Run the registry editor and open this key:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Contro l\Lsa

1. If it doesn't already exist, create a DWORD value named
LmCompatibilityLevel

3. Set the value to 1

4. Reboot

If that isn't what the OP wants, then s/he needs to come back and tell
us what s/he's trying to do.

I am pretty sure that was the purpose intended, thanks, it is hard to
tell what should be there when you don't have the version handy.
